A specific regulation that deals with shorts, no. Each job however goes through a hazard analysis and if the person doing it is qualified and they determine it is a hazard to wear shorts, then wearing them would be against company safety policy and therefore against OSHA guidelines.

Don't know but you should with there is OSHA or not.

Kind of common sense just like a lab I work at where they had to put down in writing no showing up in swim suits because 1 girl show up in one.
