define stable has Bush ever defined stable. Since Clinton needed a definition for the word IS I believe Bush who is infinitely smarter needs to define stable.

Yes.
Bush said the troupes can be withdrawn when the duly elect government in Iraq can handle their defense against insurgents and maintain their democracy without the aid of our troupes.

A stable Iraq and that is further defined as an Iraq that can govern itself and have a police force that is able to deal with the Iranian & Syrian funded insurgents.

Umm, I think he said "nothing" would be accomplished if the troops are withdrawn. Better yet let's go with the democratic proposal of announcing the day to withdraw troops to our enemy. How stupid can that be?
