The stairs run up the outside wall of the house, with a wall on the other side. I wouldl ike to open it up for better air circulation. Can I remove the inside wall if i leave the supports in place because I assume this is a support wall? I only want to go down to the edge of the steps, leaving the bottom part of the wall intack.

dont change the exterior wall of your house. it is load bearing and needs to stay as is.

Usually, yes.

However, make sure that it's not somehow a load-bearing wall before you start knocking holes around. Some older houses that have been remodeled previously can have some very... strange arrangements of wiring, plumbing and load-bearing walls.
