Which civilization?
I'm in the USA ... leader of Suburbia. It is a country with 50 States Uniting together to provide civilization a foundation. This country has not had a civil war in over 200 years which demonstrates that many people from other civilizations have found a way to co-exist without blowing up the streets and killing each other. This leads to economic growth and stabilization.
Certainly, improvement can be done ... but for the most part, I know that anywhere I travel my money is good ... most ppl speak English ... and the laws are similar but also allow for small changes ... toilets are plenty; which reduces disease ... electricity flows most everywhere ... roads are semi-safe ... and I can get a standard cup of Java anywhere I go.
Not very chaotic at all.

Greed would be a start, and I know a few people that would say that it is the lack of god fearing education. You see, intelligent people don't really need all that religious garbly gunk. They need to feed the head. Stupid people however rule the world with a wet noodle and they need to be led like little sheep. As wealth classes continually separate and grow even farther apart, the less wealthy will fall into a dark age, while the rich and the informed will herd them all.

This is an overly -simplistic answer but, I think it has to do with the fact that no one is responsible for their actions. Everyone, it seems, is a victim. Our country doesn't set high enough goals for people to acheive because so many claim it's "too hard" or not good for their "self - esteem". I think it begins there.

WOW, now THAT'S a QUESTION...!
I think in order for separate, conscious, free willed entities to exist God (or Allah, or Yahweh, or whomever) had to create evil. Without evil, hate, sadness and pain we would never know goodness, love, happiness and ecstasy.
Alas, the ultimate question: To be or not to be. Perhaps God asked the question once upon a time (or before time) and shouted out "TO BE" and then we BECAME.

Much of the chaos is due to the fact that we can't agree on God. Religion/sectarian violence never ends and God never gets involved. Religion is a great separator of people.

It is easier to govern a divided/confused body of people. When people don't trust each other, they can no longer stand as one. Thanks politics.
