Once nail polish is dry it wont come out of fabrics. Nail polish remover, the acetone based kind, will melt alot of synthetic fabrics, including carpeting so do NOT try to use it to remove either wet or dry nail polish on clothing, fabric or carpet.

It depends what it is spilt on, i worked in a dry cleaners for years and my daughter works in a nail salon and is always getting varnish on her clothes, the dry cleaner has stuff that takes it out with out any bother.
