I live in Sugar Land and I love it! You couldn't pay me to live anywhere close to I-10 where there is traffic at 10am on Saturday morning! (The Katy area is a nice place, don't get me wrong). SH 290 is the main highway that is close to Cy-Fair and 90% of the time is as bad as I-10. Sugar Land is a bit more expensive and the property values seem to go up very fast. Sugar Land was voted the #3 city to live in this past year by Cnn/ Money magazine - so I am sure that helps things along.
Before I took a job in Sugar Land, I worked in the galleria area and it took me about 45 minutes to drive about 15 miles.
The Galleria area offers many job opportunites. If you need to commute from Sugar Land to downtown Houston, count on an hour and 15 minutes to get to work.

My vote would be for the Katy area. Even if you got a job in the Houston City limits, we are about 25 miles from Downtown. Yes, the trip down I-10 sucks, but traffic on all major roads (even the toll roads) suck every morning. There is no way around it.

Sugar Land and Katy by far. Sugar Land has a lot more developed around it (shopping, grocery stores, etc.). Also, in comparison Sugar Land has lower property taxes whereas Katy is higher. Both are decent places to live. Traffice from Katy over I-10 is horrendous. Highway 59 is better in some respect.

What do you do?
You have a pretty broad swath of locations there (the arc of Cy-Fair to Katy to Sugarland is about 20 miles).
There are lots of jobs out there (our unemployment rate in Greater Houston is just under the national average of 4.5%).

EDIT: I work in Stafford, but live in Houston's Memorial area. A straight shot down the tollway to 59 south, average highway speed is close to 80. Ditto going home. I go against traffic both ways, and I feel quite blessed about it.

After I left the military a couple of years ago I came back home to the Houston area. I went 3 month's before I found a crappy job to hold me over while I kept searching for a decent job. A year later I finally got my foot in the door to a good job. Good luck!

Sugar Land has more career opportunity. If you live in Sugar Land, then you can work in town, or commute to houston. But Sugar Land is more expensive in Katy, so I recommend that you live in Katy then commute to Sugar Land to work. Commute from Katy to Houston is not very good right now. Once the I-10 construction is completed, it will be better.

Don't overlook all of the companies that have settled in The Woodlands. Some of the major oil companies are here, and more lawyers than you can shake a stick at.
