It serves a couple of functions:
1) Physically, rubbing the eyes can help the tears flow better and relieves any blockage (adults often have dry eyes because we don't cry often and we don't rub our eyes in the right way).
2) Emotionally, it is self-soothing to do this. When kids are upset, even as they get older, they tend to rub something like a blanket or their own arm or a parents arm. As adults, we may have a "worry stone" or the like to rub when we're upset. It's soothing.

Only to clear-off the tears from eyes.
Bcoz tears fades the vission, so the rubbing is done to remove tears. U should also try to note that those kids who r not having tears in their eyes..... will not rub their eyes until tears fill their eyes.
Two resons to remove tears are:
1. fades the vission,
2. otherwise dried tears on skin(cheeks) makes the skin temporarily patchy & it also feels uneasy till the face is washed.

They do it as a way to keep their hands busy, and also to cover their faces when they are crying. If they are rubbing their eyes, they are doing it for attention, because they know you will tell them to stop crying, move their hands away from their eyes, and soothe them to calm them down and stop crying. Usually, you'll give them what ever that want to keep them from crying again. Those little buggers know how to pull at heart strings and get on your nerves to get what they want.
Thay don't do it to get the tears out of their eyes. How many times have you almost vomited from seeing a kid with boogers all over her/his face? They never wipe anything. They love being dirty and hate to take a bath. That's kids for ya, and that why we have to take care of them, wipe their bums, faces, hands and spoil them and love them. The little buggers!

i think all the answers below are correct.
as i'm sure you know, tears are saline (salty) fluid. it's possible that tears irritate the young one's eyes, whereby they itch. I'm sure you realize that too, your eyes feel itchy. Adults typically have the pressure to itch their eyes with just their index finger, where kids' little fingers probably wouldn't.
