Well first of all "what law?" and "Whose concept of justice?" In certain countries a woman who is raped can often be punished herself under the law, for failing to defend her honour. To many this is just. To some people a thief should have his hand cut off, to others pay reperations to the victim, to others be put in prison - "justice" is such a fluid concept, and legal systems vary so widely I don't think it's possible to answer this question even on the level of personal opinion without more specifics.
All I can say for sure is that what is enshrined in law is not necessarily anything to do with a concept of justice - often it has more to do with politics, convenience and economy.

Law measures what is right and wrong, but justice is the consequence given in other words the punishment. Not everyone that breaks the law gets punished and at times those that do not break the law get the punishment. Justice is blind. Also, look at the term criminal justice......it is not justice for the victims, it is justice for the criminal. Offenders have more rights then the victims.

law and justice are thought to be the same thing. law is sort of, if you please, the outline of how justice can be reached. it is not "you broke the justice," it's: " you broke the law." It's the act of doing something the violates those outline where justice comes into play. The sorce of where this opinion comes from is not from any other source than myself. The answer comes from breaking things down to the basics. Without law there is no justice. With one and not the other.. They can not exsist. Law and justice go hand in hand.

Law is not the same thing as Justice.
Law is made by men and mostly by whatwe call "Law-Makers". Law responds to the Ruling Class (Status Quo). That is an absolute true in Civil Law ruled countries.
In Common Las ruled countries (U.S. f.i.), Judges also are "Law-Makers". Notwithstanding, they are also human beings, imperfect beings.
JUSTICE is the higher ideal as the Latin quote "SUUM CUIQUE TRIBUERE" (Give everybody what belongs to them).
This higher ideal is not accomplished that often.
Many people do nothave access to food, shelter (roof), clothing, education, health, f.i.; their lands and goods are taken away...
Just a few considerations.

Nobody in their right mind would ever believe that law and justice are the same thing. Any more than morality, fair play or decency equate with either.

the law punishes murderers by putting them in jail. then they can get out on parole in 3 years no way is that justice
