I get so p****d off seeing this everyday, I'm not interested in seeing their underwear and they look so dodgy covering their faces with those nasty hoods. It doesn't look good and they can't even walk properly, what's the point.

It's the whole 'rebelling against the system' look.
They want people to know they don't care.
It's just a cover up for insecurities and general teen angst.

First off, not all teenaged boys do such things. So a young person with a hoody on is automatically "DODGY"?!?!? Hooray for pre judging! I know SEVERAL teenaged girls and boyswho wear hoodies daily. It's a fashion statement. You cant go into any youth targeted reatil store like "Express, Hot Topic, Roxy, PacSun, Old Navy" etc... without there being a huge hoodie selection. As far as the pants down low go.. many punk rocker kids and urban kids see that as whats in. I'd say look the other way.

I believe I have good news for you. There is something so few people know about the subject. I am absolutely sure that the most of the rappers do not know why it is so, but just continue wearing their pants this way. So, ta-dam, here it goes:
Sagging pants fashion came from prisons where due to ill-fitting clothes the prisoners didn't have the right size clothes and weren't allowed to have belts.
There's another version, quite intriguing, but considered to be urban legend:
The fashion of sagging one's pants was born of a prison mode of signaling sexual availability.
Nevertheless, you can drop the facts to loose-pants-owners sometimes. Who knows, may be they will consider knowing more about the origins of the fashion they are about to adapt ;)

Because they have no more common sense than to remember to put the darned things on and no idea how babyish they look. I feel like shaking their hands when their hoods are over their faces and saying what an improvement the hoods are to seeing their real faces.

Easily solved get a pair of tweezers, pick up a large coin, heat it with a lighter till red hot then drop down the back of their trousers, they will soon pull them up, or failing that just run the louts over in your car they wont see you coming with that stupid hood up

haha yeah its hilarious i think.. oh and the best one is the group of blokes i saw the other day.... one pair of tracksuit bottoms on properly and a 2ND pair pulled up just underneath there bum... why not just where the one pair properly? it p****s me off too. in my college there all like it but i will point out... its only 1% of the people ive seen dressed like this that are white...

The same reason that I wore platform shoes, baggy trousers and my coat hanging off my shoulders (used to drive my mother mad)!!! It was trendy then and I wanted to fit in, I am afraid it is a sign that you are getting old!!

hoodies don't bother me because i wear hoodies but wearing your pants down to your ankles is ignorant and a little much. loose on the waist is okay but almost near falling off!

But seriously - cause they think it's cool. It is a fashion style.
