first thing you can do is count the warning beeps when you turn it on. That will tell you part of the problem. depending on the manufacturer you will have to go on their web site find out what the code means.

example
dell codes
http://www.bioscentral.com/postcodes/dellbios.htm
IBM
1 short beep
Normal POST - system is ok
2 short beeps POST Error - error code shown on screen
No beep Power supply or system board problem
Continuous beep Power supply, system board, or keyboard problem
Repeating short beeps Power supply or system board problem
1 long, 1 short beep System board problem
1 long, 2 short beeps Display adapter problem (MDA, CGA)
1 long, 3 short beeps Enhanced Graphics Adapter (EGA)
3 long beeps 3270 keyboard card

When it doesn't start normally, does it at least post(I.e. make a beeping noise?) You can look up the post codes for that particular mboard to see if its a memory issue, power supply failure, etc.

Time to call Geek Squad. It's a lot of technical stuff...such as virus!
