Depends. Are you talking about swimming pool water? If so, cut down on the amount of chlorine you are using. Do not use too much "shock", it's bad your water, pool, and yourself. Pool water will smell like chlorine, but too much chlorine is harmful. Try using a swimming pool chemical called "EasySwim". Also, consult a pool technician in the meantime.

Yeah, someone must be trying to poison you! Oh, it's just the treatment plant. Some places really hit it heavy with that crap. Get a top notch filter. One shouldn't be drinking the same chemical they gassed each other with in WWI.

As far as the offgassing advice goes, there are chlorinated elements which will most definitely not offgas, which are formed when the chlorine attaches to particulates in the water, so that only helps part of the problem.

This time of the year the sources where your city gets it's water turns over in the lakes. The city has to use higher levels of chlorine when the water is turning over to control the bacteria that can make us sick. It really isn't safe to drink it, and when I worked in the hospital, we had a higher number of people admitted at this time of the year with kidney problems. Drink bottle water or put a filter on your faucet to filter your water you drink and cook with.
