As an investment it might be interesting to buy bullion. there. As for jewelry I would not recommend it: as in all the Gulf States the gold there is 24 carats. This increases its intrinsic value but as the metal is very soft (lacking copper or bronze as the 21 carat kind does) the jewelry will very rapidly scratch beyond repair.

I think Dubai is like the Beverly Hills of Middle East, I don't think it would be cheaper to buy there, but I'd look to neighboring middle eastern regions, if you know people that live there or know the areas well.
