In the UK, when reflective plates were introduced in the early 1970's, it was decided that black letters on a white background would be easiest to read.
However, UK laws or the time didn't allow any white light source, including a reflector, at the rear of a car except for the reversing lamps (I think this is still the case, meaning you can be fined for a small hole in a tail lamp lens, as it allows white light through). Therefore a white rear plate would have required an additional change in the laws. Hence black lettering on a yellow background was chosen for the rear plate, as the next-easiest to read.
At the front, there was no such legal issue, so black lettering on a white background was mandated.

reflection and glare i think
yellow doesn't reflect as brightly as white so you are less likley to be blinded at night by your own headlamps also if you shine a bright light on a white one from a distance it tends to mask whats written on it whereas yellow does not as much this is also why the front plate tends to be mounted lower down than the rear plate

They are made to be reflective at night. white tells you the car is oncoming and yellow tells you the vehicle is in front of you. This is in case a drivers lights have failed, or driving in fog.

Possibly to stop the glare reflected by your headlights at night whereas at the front the cars approaching you are on the opposite side of the road.

i own a shop, and that's the way some states want them to be,so they can be identified easier,in some states you don't even have to have the front plate at all, like here in Tennessee, they don't require them to be on a vehicle, not even commercial vehicles, but each state passes its own law on how many plates there should be and what color they should be,good luck ,hope this helps.

a yellow rear plate is easier to read at night,as there is not
as much glare,as there is from a white one.
