If you are talking about the emotion called love then I dont think it can be measured
If you are talking about the act of making love then its just cuz they are more ready to give into their primal insticts and also are not stongly bound by the norms of society like one woman for a man.

Humans are the only animals,, who can make love all the 365 days. Other animals love only during season. In Tiger or Lion it lasts only for a week, hence more love.
