democratic socialism as you said would be my best bet as well, there is a council, and a president, mentioned, and yeah starfleet would be the military/explorers wing of the federation, which is a closely aligned group of over 100 planets, probably each having their own local government that must meet certain basic guidelines i.e. a bill of individual rights, no death penalty, no acts of internal aggression... gene roddenberry was an atheist and the show does make a point of mocking certain religious superstitious beliefs, while never going so far as to alienate a large a christian audience.. so basically the system they have is, do what ever you want, believe what ever you want, all your needs will be met, so long as you follow some pretty easy reasonable laws you are granted near limitless freedoms within federation space, it is near utopia, idealistic, perhaps unrealistic, but who knows what effect finding alien life might have on humanity, a common enemy/goal has always brought humans together like nothing else

Clearly, a lot of the answerers here are commie CENSOREDs...
All of the politics in Star Trek is clearly geared to the far left, especially in TNG and DS9, but I don't think they're total communists. They do own some (albeit very little) private property, but they are never punished for crimes they commited (except on Enterprise and Voyager). I think they are more of humanists. They aren't atheists, more of polytheists (those who believe in many gods). Also, as you said, they have no money. Fortunately, the aliens didn't give up their green--er--yellowbacks or whatever.

I take "Starfleet" to be a part of the military arm of the government of "The Federation". We really don't get any info on what type of government "The Federation" has, but "Starfleet" clearly has a military form of organization.

In real life, you can't have your cake and eat it too. Give people freedom and they'll abuse it. Give the government more power and it will abuse it. I've been accused of cynicism for saying these things, but I have yet to see anyone produce a shred of evidence to prove that this isn't true.
