It just means a person in the neighborhood, possibly right next door to you

In most cases this term describes a courteous, well mannered, intelligent, helpful, attractive young lady, of whom usually portrays a positive outlook on life, thus neighbors often recognize this, and will occasionally converse with other neighbors regarding their respect and admiration toward her.
If you desire to be one of this type, then simply do as described above, and if you don't, then do not do as described above.
In other cases this term is used in order to describe the lustful attraction of a particular male neighbor of whom is infatuated with "The Girl Next Door"
If you really want to be one of this type, then wear sexy apparel and make-up, leave your curtains/blinds open in order for your neighbors to get a look at you while you dance about the house, and or remove clothing, and flaunt your goodies outdoors while sun bathing in a bikini, and washing a car, and providing one or more of your neighborly admirers strikes up a conversation with you, flirt a bit, and or do what you will...
If you do not want to be one, then do not do any of the above...
