Hello Sneha,
First of all congrats for coming forward to implement such a good move.

I have very recently started a business. So, I got the opportunity to collect information regarding these. I am happy to share those with you.

Registration:
Small scale industries like garment, plastics must be registered with SSI. The local office will be in karnataka itself. The fees will be around 500 rupees or less than that. You must register, this is important.

Things needed for registration:
1. Are you going for partnership or going to do it alone?
If you are going for partnerships, then you need to sign a "Partnership deed" - it is a document containing all information about your business and people involved. You must approach a advocate or auditor or Chartered Accountant for this. They will help you in developing this deed with a nominal charge.

If you are not going for partnership and want to doing it alone then no such documents are needed.

Loans:
All public govt banks will be eager to provide loan. I will suggest you first approach co-operative banks and then if they don't give you loan then go for public banks.
They will ask you for some security - like own house or anything else.
If you are a graduate I think they will give you loan easily.

Things needed for Loan:
Banks will ask for registration certificate, some security, partnership deed (in case if it is a partnership), ration card etc; for opening a account and for loan.

Advantages / Concessions for women:
Yes, there are huge concessions provided by Government for young women entrepreneurs like you.
I am not completely sure about the things, better contact the local government organization. But, I will tell you some of the benefits:

a. loans at low interest rate by co-operative banks
b. tax benefits for women
c. they will also provide with some clients for your product / project
and many more are like this.

So, start immediately. Just plan steadily and implement it quickly.

You can start own SSI at any time. There are many special concessions for women.
Contact Deptt. of Industries in your district / Kanrataka.
You can contact Bank for loan. Follow instructions. Apply PAN in advance.
You may need municipal licence or Sales Tax / VAT REGN.
Contact Consultant / Advocate in your town. Tout (called by Govt.) can guide you best after charing reasonable fee.
