By professional beggar, I figure you are talking about the people who are basically scamming. Pretending to be in trouble or down on their luck to get people to fork over their dollars. Every now and then you see something on the news where they follow one of these guys and see him jump into a nice car and drive off at the end of the day.

There are less and less people carrying cash these days. A lot of people carry a credit card or a check card. That trend will continue and soon professional beggars will have a hard time getting people to hand them cash.

Of course, by that time, it would be feasible for people to be able to use cell phones to do transactions. However, I do not think that many professional beggars will want to do this because it will leave a trail that can be followed. It would be very easy for the IRS to step in and see how much they made that year. That is not something a professional beggar would ever want to have.

Of course, begging has already gone online. Pretty much with all scams, but there are still plenty of people going online to ask for people to give them money. Professional beggars will adapt to whatever is done to stop them.

get them into a addictions rehab clinic and get them cleaned up and get them real jobs. and if they quit or get fired and end up on the streets again throw them in jail for a few years.
