Would be a matter of conjecture.All the great cities of Europe are steeped in history
Would think also they all have great historical backgrounds.From a purely sense of achievement you'd need to say Great Britain.500yrs from now almost half the globe will speak english.The people who live there will think,how could a little place like that get everyone to speak thier language.That will be Englands everlasting donation to the world

This is a very subjective matter. All the great cities of Europe have long & rich histories and significantly historical backgrounds. Some would say Great Britain due to it's colonialism which still continues with worldwide dominance with the spread of its language, although other European countries also colonised the world & spread their languages, e.g. Spain & Portugal. From a tourist's point of view there is so much historical variety to see in such a small country like England/UK

France is from its area, the largest, but is more rural and has half the population then Germany. Italy is definitely more condensed with historic sites, but most of them in bad shape.
The Germans spend more money then any other nation to preserve their historic sites. Greece is full of antiques, but lets them go to hell. A wonderful way to experience the last 800 years of architecture condensed is Prague. Most big cities like London, Paris and Rom have so much new buildings, that it takes long walks from one historical place to another, passing a lot of ugly architecture. since today's borders are not the borders of old, its hard to say. And its different, if you look for a specific time period. I would say Greece is, where Europe started out and has the longest history. (Not that they weren't people further up north, but they where still innocent, happy and untouched my material greed, which defines civilization). Actually, Turkey has a lot of
old European ruins too.

Of course you have England, Scotland, Spain, and Italy, But Serbia is a very historic country. And it is very good all around.

I'd have to go with Italy as it was the heart of the roman civilization. Rome is a spectacular city.
