The horn uses a grounding relay. When you press the horn you should hear a click. If you hear a click & the horn does not work:

1. Test power wire for continuity.

2. Cleaning the surfaces where the horn bolts to the fender, as well as the power wire.(may have some corrosion, preventing a good ground)

If cleaning the ground doesn't solve the problem, then replace the horn.

Don't hear a click, then check the fuse. If fuse OK then locate the relay & test.

Horns are usually direct wired to the battery itself (through a fuse), so it isn't likely the lighter is causing it. It may be the fuse, relay, horn switch in the steering wheel, or the horn wire may not be making good contact on the horn itself. Also, the horn itself may have gone bad, it does happen. The horn has to be grounded well where it bolts to the frame.

just get some 16 guage wire and a horn button at auto zone and install it on your dash.thats the easiest and the cheaper way to go.
