This is absolutely a scam. Do not respond to the email in any way.
To answer your second question, you will probably have to contact Paypal customer support to have your account fixed.

I also had a problem w/ ebay. I won an item, was charged and never received. I had paid through Paypal. I would advise you to contact you credit card company( I had to send paperwork due to the charge) to advise them. I would also call ebay and paypal. I did all three. I also filed a dispute claim over the telephone. You should be able to find a phone number for paypal on their website. Ebay and Paypal are co owned. I had my issue resolved. Everyone involved was very nice. Good luck.

I've bought quite a bit of stuff from ebay in the past but I haven't experienced what you have with the emails saying I've bought stuff that I haven't...hopefully I never get that problem.
I also use paypal to pay for all my ebay purchases

You should definitely give them a call to make sure you haven't been charged for these items you say you didn't bid on to begin with so how could you have won. I'm sure they'll still be able to help you even though you've forgotten your password...they do have other questions they ask to verify it's you, which is everything you've filled out on you're profile. I went through kind of the same process with them on getting my last name changed on my account because I was single when I signed up and needed my name changed when I got married 4yrs ago, so I know they can for sure verify it is you through other questions that you filled out on your profile on their website.

If it is a phishing attempt, I do not see how they could obtain any information that they don't already have by you simply clicking "dispute transaction" and seeing where it takes you. At worst you might accidentally download a virus. I would look up the seller on ebay and try to contact them. As for PayPal, same thing... contact customer service and let them know you want to close your account.

For your ebay account it sounds like phishing and someone answered that, calling ebay is also an efficient way.
I had the same problem with paypal, I suggest you call them, 1-402-935-2050 (to verify number go to paypal.com and click on the help option then on contact us) they will need your last phone number and your credit card info or bank account to verify you are the one and if you used your social security number they will also need that which will reset your account and you can also have it deleted while you are on the phone with them.

Yes it is a phising attempt to gain access to your information. Do not open the email. I get these all the time. You can also always go to My Ebay and ask them if they sent you any emails, or send an email to ebay@spoof.com, and they will respond to your question.

eBay does not sent messages to those who closed their account.(needs a 24hr time to permanent close),by paying all dues.If u paid all dues then still receive those messages then those eBay mails are spoof.Just spam them thats all.
All accounts such as pay-pal,e-money,...etc will be valid for a particular time only for example 90days without logging in yahoo.So pay-pal must also have that.So leave that as it is for 90 days it will be deleted automatically.(don't even attempt to open it using wrong password)

these types of emails a generated to gain acces to personal information within your computer dont open the mail send directly to spam box or you can report them to the address given by the perosn above

For any email sent by Ebay a copy will appear in My Messages box in My eBay. Forward any questionable messages to spoof@ebay.com and they will let you know if it is legitimate or not.
