I've had good luck using some "bug and tar" removers that I found in the automotive section of large stores. You can also try the standard of rubbing alcohol for some of them, as it does a good job removing left-over adhesive.
You're going to need a lot of elbow grease and patience. Bumper stickers are quite the pain to remove, as the adhesives are designed to stick through all weather conditions. :(

I have used white vinegar mixed with water in a spray bottle to remove wallpaper. The vinegar is supposed to dissolve the glue. I have used this combination many times & it works well. It may also work for the glue of a bumper sticker. Make sure you saturate thru the paper of the sticker. More than one spray application may be necessary for the complete removal of the sticker. Hope this helps.

Use a hair dryer on medium heat. Do not touch the sticker with the hot end! Move the hair dryer back and forth, over the sticker, and try sticking a fingernail under it, and when it is hot enough,(not hot enough to burn the paint or your head, )pull up slowly and it should come off. Don't get it too hot, or it will break into littly bitty pieces!

Use a hair dryer to soften the adhesive. Once the sticker is removed, some adhesive may remain. Use paint thinner, bug and tar remover or "Goo Gone" to clean the residue. You may need to apply a coat of wax to the area after cleaning.

Hang a towel over it and use a warm iron to heat up the glue. It should peel right off. Then use something like Goo Gone to remove any left over glue.

use the goo gone, they are designed to remove those stickers. Or rub it with iso-propyl alcohol. but you will have to fix ur bumper with clear coating afterward.

this is a very good question. one that i'm afraid i have no answer to but, would like to put my 2 cents into this debate. my question is why do people put a bumper sticker on their vehicle in the first place? what i'm trying to say is, if you spend thousands of dollars on a vehicle (new or used) why would you want to ruin it with a sticker that was $5.00, or even free, just to let everyone know that your kid is on the honor roll? it just doesn't make any sense to me. not only that but, you are taking a risk of having someone ram into your tail because they want to read what you put on your bumper.
i'm not saying you put this on the vehicle, and i'm not criticizing anyone. i'm just making my on point of view i guess.
anyways, try this stuff called "goof off" and good luck

You can drench it with rubbing alcohol. It helps unstick the adhesive.
