Hard to beat a few smaller tetras for that. Small, cheap and generally fairly hardy. Neons, penguins, glowlights, black phantoms all fall in this group as well and many, many more.

id go with some platies. they are livebearers as well and are very peaceful. get one male and about 3 females. there only around 1.88 at my local walmart. they are hardy too.
