checkdisk, defrag and clear internet cache etc. a good program for simple stuff is ccleaner. clears out the rubbish basically. good chance you are running low on memory. failing that get decent registry repair software. You registry could be pointing in all the wrong places

Or you can go on Windows operating system locate the command prompt and go there to do the following:
Create a Recovery file of system and date it today.
Then begin by;
delete the 'Temp' folders..they have hidden subfolders so you need to set the attributes in order to bypass this. For each subfolder delete all cookies and rubbish left behnd after install-uninstalled programs. Do a 'dir' command to check your progress. Make sure the 'Temp' file is empty.
goto c:\windows\prefetch and delete everything in there..no exceptions
goto c:\windows folder and delete all the '$' files that have been installed by updates. They can all be succesfully deleted and just take up disk space.
Locate the Internet Temporary Files..Check to see how high the saving level is..some have it set at 30 days..but that stores faaaar tooo much data..though it slows down the system overal. Keep this to a minimum..suggest 2 or 5 at most.
Delete all 'cookies' all those you don't need.
Locate the windows directory and go through the folders you know and those you don't need. Check this once a week at least. Some programs will install under XP as NT and older systems where there is no check of systems weight.
Check to see that system files have not changed since last booting. Things like .ini files or .bat are important items.
Check for 'Hidden Directories' all over the disk...do this at the command prompt:
dir *.* /ah wil show these hidden directories
Check the 'dir' command for all parameters

Real quick and easy - before you do all the stuff listed on these responses, clean up the startup junk (which likely includes spyware)
Click on Start > Run
type in 'msconfig' and hit Enter
click on 'Startup' Tab
click on 'Disable All'
Click OK and reboot your machine.
This will remove most of the spyware and hidden services running in the background on startup. Do not worry, you can easily come back in here and change this later if some hardware or device is not functioning. However, usually windows will startup the necessary services manually that is needed.

do CTRL ALT DEL to bring up the task manager...
at the bottom you should see a CPU usage bar...
if thats around the 80-90% constantly (with no mega programs running) you may have a virus (which generally infects the svghost file ((which i may add, if you terminate the process, your pc will cease to function (((as you've probably already found)))
sounds a bit basic, and loads of ignorami will probably tell you the same, but check the CPU usage while running normally, see what level its at... and if its high, search through the processes to see which file is using the most system memory (as i said, if its a virus, its probably the svghost file)
any more problems and send me an e-mail.
Most PC's have about 20-40 processes running at any 1 given time, and more than 1 svghost is very normal.

Ok if it is going that slow I recommend a re-installation of Windows.
Things you need to do first!!!!
Get your Windows XP disc and product key.
Get your computer utilities disc. This maybe called service disc.
Discs for any other programs like Office and so forth.
Save all your personnel files to a disc or an external hard drive.
(If you do not have an external hard drive let me know and I will give you a work round)
Steps:
1: Insert windows disc and restart comp.
2: Enter your Bios. The key for this should be stated during start up. If hit Tab and it should show.
3: Enter boot options and set the CD player as the 1st boot priority.
4: follow on screen instructions for installing windows.
5: Make sure you set the keyboard to UK
6: Install all needed programmes and files. Including utilities disc or your Internet will not work as it will have the drivers for your network card.
7: (By the processes you describe I believe you are using Norton Anti-virus) Get McAfee or any other good anti-virus software as Norton is renowned for being to big and using all a Pc's resources.
This should make your PC far quicker and get rid of any old rubbish that is not needed.

Step 1) Give your PC a check-over with the online optimisation scan @ http://www.pcpitstop.com/pcpitstop/

Step 5) If you're still using Microsoft Internet Explorer as your main browser, replace it with Mozilla Firefox, as that isn't as vulnerable to ActiveX controls that let cr*p get downloaded onto your PC that slows it down in the background.... nor is it vulnerable to the "Temporary Internet Files" folder corrupt cache syndrome that can make your Temporary Internet Files folder show as several times larger than you had the slider set to allow.

1.CLEAN YOUR TEMPORARY FILES AND OBSOLETE REGISTRY ENTRIES REGULARLY. how ?? --->
Download CCleaner and run it’s Cleaner section, once daily, before shutting down your computer.
It removes all the trash files that are created while surfing through the net. Use its Issues
section once a while to delete all the unused registry keys. Another good cleaner, Disk Cleaner,
can be used along with CCleaner for even better results.
2.REMOVE ALL THE UNWANTED AUTO-START ENTRIES. MOST IMPORTANT PART
If you have a lot of Auto Start entries, then you should remove them. To do so, go to Start > Run.
Type 'msconfig' in the box and then click 'Startup' tab. Uncheck anything that is unnecessary.
Of course, you can revert that in future. Just go back to MSConfig and check anything back that
you removed from the start-up list. However, you should not remove any of the security related

There's every chance your machine is riddled with spyware or possibly a virus. System performance is always dragged down by it, so I recommend running a deep scan for both viruses and spyware.

Run Ccleaner, use the Issues tool and then the Cleaner.
Then switch off System Restore as back up files may be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
Its easier to prevent malware getting on to your sytem in the first place rather than trying to remove it. All the following programs are free for home use;
