depends on what you are building if its temporary 4 sand 1lime can be removed or knocked down later but will stand for years ,stone houses are built this way builders merchants &sand building or concrete sand 2nd is rougher adding cement will increase strength 1x1x4

Any good garden centre or a builders yard too. I would mix 1 measure of lime to 3 of sand.

most builders merchants ..6 sand ..1 lime ..1 cement

You can get it at a more specialist shop and they will let you know the right proportions
