can anybody tell me how can we make a one second pulse using 555 timer or crystal or whatever. the main thing is the output is creating a 1 second pulse per cycle

OMG! It's been a long long time. And one second is a long long time. You're going to have to check the specifications for the 555 and make the pulse as long as you can that's a power-of-two fraction of a second, like 1/64 or 1/128 or 1/1024 and you'll have to divide it down, with something.
