Uranus is a planet, not a sign, so the Moon cannot be 'in' a planet.

That statement doesn't make sense to me, and I've been reading about astrology for years.
"moon rising" is a term i am unfamiliar with though unless it means you have Moon conjunct your rising sign in "uranus" which is Aquarius' ruler.
So by your description I can only guess it means you are Aquarius rising.
