Your service provider will definately be able to block your sim card. To prevent use of the phone by anyone else, you should know th IMEI number of your instrument. Convey that to the cellular company and they can block the instrument even if a new SIM is inserted into it. This number will be found on your bill/ on the box in which the phone came.

If you are with a company that uses CDMA (i.e. Verizon, Sprint) calling your phone company will deactivate your phone from further use and if the person that found the phone activates it in a store, they can confiscate it. However, if the phone uses GSM, only the sim card will be deactivated and they can pop in a new sim card and use the phone. Hope you have insurance to take care of it. Good luck.

Contact the service provider(eg airtel,hutch)from another phone having the same connection.Ring u the customer care number and talk to a executive and ask them to block the sim.However,i dont think u can block the phone as such.
