You can look in your newspaper and see if there is someone that will actually pay you for your broken appliances. They normally will come pick those appliances up, and give you something like $10-25 depending on how old they are. They usually repair the appliance and resell them at a discounted price.
Usually there are also places that you can donate the appliances, like Disabled Veterans, Goodwill, etc., and they at times have pick up service also. These places usually will try to repair the appliance and if it is un-repairable they will use the good parts from the appliances and rebuild other ones. You can get a receipt and might be able to deduct it off your taxes for this year.

The dryer may be useful if tinkered with, but the hot water heater just needs to be pitched. In your town, can you put it out on the street for pick-up? If not, you may have to haul it to the dump yourself.
Get the dryer fixed before you donate it. Goodwill and other thrift store places like that have no way to fix it. Either donate it in full working order, or take to the dump along w/ the hot water heater.

A dryer must be taken to the recyling center, normally the local dump. Dryers that run a long time are very, very costly to run. It costs $17 in my area for a homeowner to take this type of appliance to the dump. The water heater is another expense to take to the dump.

I would contact a repair man that works on old appliances,he may need the dryer for parts. If he takes the dryer you might talk him into taking the water tank also.
