The ego, from which almost every emotion (negative or positive) that humans experience, is fear-based. Only without fear would humans know true love = peace, happiness. Fear is a cancer in that it hinders/sometimes kills the spirit, where love and joy reside. It's in all of us. Fear keeps us from seeing or experiencing it.

C'mon, think about it. What does cancer do to the body? Do ya think that just maybe fear does that to the human spirit?

Fear destroys you, it overpowers you. It limits you. It prevents you from doing what you want.

to me it means that fear can stop you from even trying to do stuff you want to do, which can leave you with a lot of regret.
