In most communist countries, popular elections are held, but they don't really decide who the leaders are. The leaders are hand-picked by the Communist Party members who have the most influence, clout, and power. Public "elections" are just rubber-stamp validations of those choices, where you have the choice of voting "yes" or "no". Even if you vote "no" (which wouldn't be a very wise thing to do) the person still stays in power. A lot of the time when a leader dies, there is a power struggle, and it's usually the most ruthless, cunning leader who marginalizes his enemies that ends up being the overall leader.

Once he kills or scares off his rivals, and has built up a powerful regime, since only his name is on the ballot, and people are punished for not voting for him, then he gets "elected" and "re-elected" and Jimmy Carter certifies the elections as valid.

Communist countries are ruled by authoritarian thugs; elections are shams.

Same as in the US the last couple times... Popular votes are carefully taken and counted, then thoroughly ignored.
