Fire exits are required according to building laws of most local governments because it is for the safety of the people. It is a valid exercise of the police power of the government since it is for the benefit of the community.

No, but the developer better know that the house is up to code before they build it......They are the ones held liable if the house is not up to code and the homeowner has a professional inspector find otherwise.

In otherwords, the builder built it, with or without knowing the codes, the inspector inspected it saying it was homeworthy, but you have no reliability if it fails for some reason......that is the builder's problem.

not unless its a building of multiple occupancy building regulations differ though you now must be able to escape from a room if the normal exit is blocked

It's not a law it's code
rental property must have front and rear exits
also in your own home for insurance puposes there must be adequite escapes.

Basically fire law only refers to shared accomodation (flats/appartments) or households where rooms are being let out for rent.

Then you get into the territory of fire access, mandatory smoke detectors etc etc etc
