This may be what is called "selective thinking".
Selective thinking is the process whereby one selects out favorable evidence for remembrance and focus, while ignoring unfavorable evidence for a belief. This kind of thinking is the basis for most beliefs in the psychic powers of so-called mind readers and mediums. It is also the basis for many, if not most, occult and pseudoscientific beliefs.

When you first notice these numbers you are intrigued and they stay in your head. You already have an affinity with them for some reason. Possibly a birthday or "lucky" numbers. Each time you see them it seems like they are always coming up. The truth is you would have seen so many other number sequences but because you were not interested in them you don't notice how often they come up. You will always notice your "special" numbers because they are stuck in your mind.

Yeah, it means you are looking at the clock too much - try and do some work instead...
Seriously though, the brain is trained to recognise patterns in everything we do, so when it sees a pattern in soething like the time on a clock, you notice it. You've probably looked at the clock without even realising it when there is no pattern there, and not realised, because your brain had nothing to "catch" onto. So you are remembering how many times you see the pattern, and not remembering when you don't.

When you see these numbers think about what you were just thinking, watching, what was going on around you each time you see it and write it down. All your answers will coincide with one another and from there you will get your answer.

I think it's your lucky number. For me, it's 21, 12, or 26. It's weird, it just turns out everywhere. It's sort of funny, isn't it? But I don't think it means anything other than that... :)
