There is no way to know for sure since teams do not have to publish their financial information. Rumored spending has always placed Toyota well ahead of anyone else. Which makes sense given their resources and marketing plan to improve visibility through racing. Mclaren is generally rumored to be the second biggest spender, closesly followed by Ferrari.

Though budgets can be affected in other ways too... such as how much of Mclaren's spending in recent years went into constructing their new HQ or the fact that Ferrari owns a track for testing purposes as well as supplying two other teams with engines (both of which would cut down on their spending).

The teams don't publish the information so all there is are rumors. As such toyota is rumored to have the biggest budget by far with honda second then ferrari. This information has been used by many to point that having the most money still doesn't win races since toyota and honda have had only limited success.

Toyota. And may I say they look like dumbasses right now claiming the largest budget and going backwards in terms of performance. Ralf should go back to BMW and at least have a shot at 3rd in the driver's championship. They have a good engine, (only because it is made in Germany) but their chassis is terrible.(because the team insists it be built in Japan.)

I belive its Ferrari. Someone will have to find out some info on that, but from what I have heard, its Ferrari
