Your question can be interpreted in many ways:
I want to teach Germany (something).
I want to learn about Germany.
I want to learn in Germany.
I want to learn German (the language).
Take your pick.
"Sight" is the way you see things. The word is "site", or better "website". How about learning English first?

I agree with Nona. You could also try putting up a sign at the American Uni in Cairo. I know there are a few German students there.
The chat rooms may be another place to find a willing person. I am sure that they serve other purposes than just mix n' match. Or you could try the German site on Yahoo Q&A.
If all fails, you can buy c.d.'s that teach you various languages.
Just a few more ideas to toss around.
