That's a great question. I always thought it was to allow you to move the fuel to one side if the fuel level was too low. I've never had to actually do that so I am probably wrong. Maybe it is simply reinforcement to make it more difficult to break.

I would think it is to strengthen the plastic container. More than twice as strong with than without.

all lighters do, just that you can see it in the transparent ones. not sure why though.
