since 11.0000000000000000000000000 ....001 is >11 and27.9999999999999.....99999999999... <28 but practically they are 11 and 28 only.
That is why, there is no harm in keeping = sign. However, pure mathematically, it is improper.

In this case the equal sign is optional. However I prefer to write it the way the book does because the temperatures 11 and 28 are included

I think the statement is inclusive; that is, the 11 and 28 are included. The reason is because of how temperature works; this is suggesting that a temperature of 11.1 is okay but a temperature of 11 is not. Since temperature uses whole numbers more than it uses decimals, why would 11 be excluded? When talking about temperature, why would 11.1,
11.01, 11.001, 11.0001, 11.00001 be acceptable but 11 not?

That's just my opinion.
