Pants first.
Socks is more ideal in my mind...first..cuz then you always have to untuck your pants out of your socks..and if you're in a hurry...you forget to do this and look like an idiot walking down the street with your pants in your socks...
But i cahnge in the bathroom and don't like to bring my socks in..incase the floor is wet.

i put on one sock, the the opposite pant leg then the other sock,,, then my underwear, then the other pant leg.
