It depends on what programming language this is, and what types i and j are. I think in C, C++ and Java, the loop condition will always be false. Unless you have some Machiavellian programmer who's #defined i and j to be expressions with side effects. Or if you are not using one of the familiar languages, but instead you are using a language that defines "i!" as "i factorial" and i == 2, j == 2.

let me explain with this with a factor "height"
Think if the below is possible,
I should be smaller or equal to your's height
You should be smaller or equal to the height of mine
We both donnt have equal height.
Not at all possible.
=>No values exist for i and j for the above conditions.
