I there any software, preferably free and lightweight, which I can use to drag in a load of images and have it produce a collection of html anchor tags with the src, width and height attributed correctly populated?

Yes, there are many free utilities. To give you a few examples, in my order of preference:

1. IrfanView image viewer. http://www.irfanview.com/
This is a generally useful tool for viewing and light manipulation of images, and the creation of HTML is just one of its capabilities. Use the Thumbnails view, then select menu
File -> Save Selected Thumbnails as HTML

2. Microsoft HTML Slide Show Wizard.

3. Jalbum. http://jalbum.net

By the way, the above utilities will all add the src, width and height attributes as your stated requirements, but you should also add the alt="..." in order to comply with accessibility guidelines (and to get validated XHTML code.)

Here's a related question: does anyone know of a utility that will add the alt attribute automatically (e.g. from the jpeg comment or IPTC or EXIF fields?) If not, you will have to edit the HTML file and add the alt attributes manually, which can be a bit tedious. If no such software yet exists, don't patent it: I thought of it first ;-)

Takes only a few minutes.

No there is none, however you can write a script to generate
