When in London, a gentleman should always carry a tightly rolled black umbrella, which he uses as a walking stick until it starts to rain. At this point he will open the umbrella and offer shelter to the nearest damsel in distress. Men carry umbrellas so girls don't have to. When a gentleman is faced with the choice between sheltering an old lady and a young lady, he will invariably choose the latter. This is why old ladies always carry their own umbrella, and always try to poke both young ladies and young gentlemen in the eye with it.

Sure they should use them, if they don't want to get wet.
You must live in a different climate, most guys here don't have a problem with them, lots and lots of rain will do that!
