Since most films that feature a guy with an english accent, the guy is nearly all the time a bad guy, does hollywood and the US have a hatred towards England or English people or something?

It's funny isn't it? I think it's because film makers don't want to offend other countries by using Russians or Germans or whatever as bad guys when you're not at war with them. The bad guy has to be 'other' in some sense and not every bad guy can be an Iraqi, so when you want a western baddy, you go for the English accent.

There are plenty of Hollywood movies that portray Americans has bad guys.

They don't like to portray themselves as baddies so the use us and our spooky but cool accent.
