how to reject someone that want you to be his special friend but you don't want to hurt his feeling... i'm afraid he wouldn't be my friends anymore.

Do you mean by "special friend" - like boyfriend-girlfriend?
If that is the case, perhaps you should just tell him that you are not ready for a 'special' type of relationship, but that you want to keep his friendship because you value it very much.
I think that if he refuses to be your 'friend' under these circumstance, you are better off that way.
You do not state your age, if you are in school, or if you have some one specific in mind to have as a "special friend".

If he is your friend I mean your real friend then he will respect you and just be your friend. And if he don't want to be your friend anymore then he was never your friend begin with. So don't sweat the small stuff just do what you have to do.

......... its a tough question actually but what i think is to make a card for him saying what u wanna say and ummm give it to him and wait to see his reaction.
