And mind you, these universities perform better than much of the universities in the metropolis.

It depends on the degree program one would like to enroll in, and check if these programs are accredited by some reliable accrediting bodies, and look for Centers of Excellence and Centers of Development for Excellence, just ask the CHED for the list. In Cebu there are University of the Philippines, University of San Carlos, University of San Jose Recoletos, Cebu Institute of Technology, Cebu Institute of Medicine/Velez College, Cebu Doctor's University. In Dumaguete City, there's Silliman University.

It depends on the place. In Cavite we have De La Salle University which offers undergraduate courses, Science courses ( BS Biology, Nursing and Physical Therapy) and Medicine.
As a matter of fact, it landed 1st place in the recent Medical Board Exam.
