Japan has appologized before.
The reason they are called "comfort women" is because the life of a soldier was difficult and the men used the women as a way to keep up their morale, so they were "comforting". The name does not mask what happened, though. The Japanese citizens are aware, and only a small number of people deny the existence of comfort women.
