YES, I THINK IT IS.
Chemistry's history say me that Middle of XIX century leads chemists to CHLORATE's discoveries.
The most scientists involved in these developments are C. L. Berthollet and J. von Liebig.
Since it is known as Chlorine dissolve in alkaline solutions, the Hypochlorite Salts may form in cold media while the Chlorate Salts may form in warm media.
Thus, WARM and ALKALINE AQUEOUS MEDIA permit the conversion of Chlorine fumes as Chlorate Salts ; as you know, Potassium Hydroxide and Sodium Hydroxide give alkaline solutions bother.

We have chloro caustic plant and we absorn chlorine gas in 12 to 14% caustic solution in absorbing tower and making hypo chlorite. I think potassium chlorate can also make by same way just using potassium ( KOH ) solution instead of caustic soda solution ( NaOH solution )
