Cotton just like Linen is a tough fabric to finish, thus dont drape properly. My advise would be starch them and iron it immediately when a little moist. If you have the resources, take it to a dry cleaner and tell them to press it with a hot head, it will then look PERFECT.

Cotton fabric is light and stiff. Material will only drape nicely if it is thin and heavy. If you have cotton curtains you can put a weight in the hem, like a thin chain. They will drape very nicely then. Otherwise use Chiffon or velvet.

I would imagine they drape poorly because cotton is a tight weave fabric that does not stretch.

1. They may mot be hand made.
2. Try using a steam iron to make their folds.
3. Consult a dry cleaner's.
4. Take a look at their guarantee(if they have, and if yes)watch the fabric that they are made of.

If this is curtains you are talking about, it is because it is a natural fabric ie not manmade. You could buy some weights and put them in the hem and that would work, you can also buy lengths of weight, different sizes for different weights. Curtain fabric shop should have.
