but the problem is if its really high it opens pages very slow but buffers videos faster if its is slower it opens pages faster but buffers videos slower. is this common, and are there any solutions.

Internet upload and download speeds can vary quite a bit depending on traffic (number of people online.) Nothing you can do about that. The absolute best way to speed up any computer is to get as much RAM as it can handle. But you should be able to speed things up a bit by cleaning your system cache.

From the desktop with no programs running, click start > control panel > double click internet options. A dialog box with several tabs will appear. On the General tab, click Delete Cookies, Delete Files (including offline content) and Clear History, one at a time. Answer OK/yes when prompted, restart computer.

You can also expand your cleaning routine by using the built in Disk Cleanup and Disk Defragmentation utility. Again, from the desktop click start > all programs > accessories > system tools. Select Disk Cleanup first. After a scan is done, you'll see a box where you can check mark a lot of different items. Check them all and run it. When finished, go back to Disk Defragmentation and run it. If you've never done it before, it can take a few hours the first time depending on size of hard drive.

It's probably either the server you're accessing, the amount of people on the network at the same time you're on (not just the people in your house but on your block), and it could be that your processor has enough power to display something fast and another thing slow because it was still doing another task which took up more processor power.
