98 or 98se?
If 98 you have to have broadband with ethernet and buy a network card for your PC.
If 98-se you can also use USB... if your broadband supplier provides you a win98-se driver for the USB broadband modem.

My first broadband subscription is a DSL modem connected to the telephone line and the PC then has Win98SE. Make sure you already have a working network card and you are able to connect it to a LAN. At this point, you should already have a driver for the network card and the TCP/IP protocol installed. Make sure the TCP/IP DHCP address assignment is set to automatic. Meaning, the network will provide your PC its IP address. Normally, broadband DSL modems (via telephones) connects to the PC via LAN ports. Once you have connected the PC and modem, you should notice that the modem has assigned an IP address for the PC confirming the connection. Normally, an installation CD comes with the broadband modem that may give you a GUI software to let you access the modem and complete the set-up and to start logging to the ISP.
In most broadband modems today, you can access it via a web-browser by going to the modem's IP address. See the modem's user guide to know yours. In some, the default is http://10.0.0.1/. So alternatively, you can change the set-up and log-in via a web-browser.
But some like, CABLE ADSL modems, connects via USB ports. In this case, you must install the necessary USB device driver for Win98SE of the modem.
