Here's what I would wear:
This shirt, £8:

This skirt, £10:
http://www.dorothyperkins.com/webapp/wcs/stores/servlet/ProductDisplay?catalogId=20552&storeId=12552&categoryId=51540&parent_category_rn=51538&productId=296997&langId=-1
These footless tights, £4:
http://www.dorothyperkins.com/webapp/wcs/stores/servlet/ProductDisplay?catalogId=20552&storeId=12552&categoryId=66943&parent_category_rn=66942&productId=312327&langId=-1
This necklace, £6:

And these shoes, £18:
http://www.dorothyperkins.com/webapp/wcs/stores/servlet/ProductDisplay?catalogId=20552&storeId=12552&categoryId=51584&parent_category_rn=51581&productId=277206&langId=-1
Sorry it's all from DP but at least you'd only need to pay one P + P rate! The total is £46.00 Have a good time!
Or, if none of that appeals you could have a look at the POP collection in Topshop, it's exactly what you're looking for:

Well, you could go one of two ways - either way over the top or do it in a subtle 'now' kind of way. Depends on what type of impact you want to make. I'd choose an overall colour of say black and then just use key pieces in neon, ie jewellery, make-up and maybe shoes. But if you're thinking of wearing the colours of the rainbow, then that's up to you. Have you heard of the saying, 'less is more'?

I think the idea is to look a bit silly anyway, but sounds like you know what you're doing! Get some neon green and yellow bangles and earrings to complete the look! Chances are everyone will think you've made a good effort and they will probably be wearing similar! :)

I've never heard of a 'neon theme party' before, but from the sounds of it, the more garish bright and clashing you are the better - your outfit sounds great!

I don't think that matching will be an issue, it's a party to have fun, not impress. I suggest layers of neon, it'd look cool, and you don't need to match. I think that what you have is fine, but if I were you i'd get some cute earring to top it off!
